Office of Sponsored ProgramsExport ControlsDue to foreign policy and national security concerns, the United States has adopted a series of regulations that directly affect University research. These Export Control Laws regulate the distribution of science, technology and engineering information and services to foreign nationals and foreign countries. Three federal agencies are responsible for these laws: the State Department administers the International Traffic in Arms Regulations (ITAR) which addresses inherently military technologies and services; the Department of Commerce administers the Export Administration Regulations (EAR) which addresses technologies having a dual military and civilian application; and the Department of Treasury's Office of Foreign Asset Controls (OFAC) governs the transfer of assets to prohibited persons or countries subject to boycotts, trade sanctions, or embargoes. George Mason University is committed to compliance with these laws and the Office of Sponsored Programs will assist Principal Investigators in putting the proper procedural safeguards into place to avoid a violation. If you think your research project has export control implications, please contact OSP for assistance. |
